Cambodia Country Representative Terms of reference Introduction CIAI - Italian Association for Aid to Children http://www.ciai.it - is a non- profit organization created in 1968 under the name of Italian Centre for Inter-country Adoption. Since then, it has been defending the rights of children, wherever they are born, and promoting their fundamental right to grow up in a familiar unit. CIAI has been active in Cambodia since 1997 with various programs of assistance and support for children in difficulties through cooperation for development and international adoptions. In the framework of the implementation of its activities in Cambodia, CIAI is looking for a Country Representative that will be responsible for the definition and implementation of several projects in the country and for representing CIAI towards local authorities and partner organizations. Job description The Country Representative will: - Be responsible for the overall operation of CIAI in the country; - Assure the correct and transparent management of CIAI funds according to CIAI standards; - Coordinate local (+70) and expatriate (2) staffs in the country; - Represent CIAI towards local authorities and other international and local organizations; - Identify new project proposals;; - Respond to the Area Desk Officer in CIAI HQ. Main tasks assigned to the Country Representative will include: - To prepare annual work-plans in collaboration with local and expatriate staffs; - To monitor the actual implementation of CIAI activities; - To hold regular meetings with partner organizations; - To attend any relevant meeting with local authorities; - To overview the overall administrative management of CIAI activities in the country; - To undertake regular visits to the project sites to gain a clear understanding of project conditions, requirements and constraints; - To report regularly to HQs; Work conditions The Country Representative will be based in Phnom Penh and will perform regular field visits to the project locations. The assignment will have an initial duration of 12 (twelve) months, with possibility of extension. Remuneration will be fixed based on the candidate experience. Required skills - At least 5 years overseas experience in programme management; - Proved experience in writing projects for main donor agencies (UE, Italian MAE, UN agencies); - Good knowledge of Project Cycle Management; - Proficiency in English both written and spoken; - Previous experiences on Child Rights; - Capable of working in team; - Excellent communication skill and sensitivity in dealing with local institutions on critical issues; - Very flexible, patient and with a positive attitude; - Dynamic and willing to take initiative to complete tasks assigned; - Problem solving skills; - Computer literate.
